Can someone explain Jack III's English?

Jack III was an American foreigner, and whenever he spoke, you could hear a faint English dub behind his Japanese dub.

But I'm wondering, why did he have both a JP and EN dub? Shouldn't it have only been EN?

This is years late, but yeah.
It's weird.

I have no idea what was the point of that.

I will say though, the guy they got to do the English bits sounds like he might speak it as his first language.
