Rules for Power Creation:

The more powerful, the higher is the price in Phase Energy of a special skill. Thus, requiring more preparation time and exhausting characters more.
Characters may only have 3 active skills and 1 passive skill. You can sacrifice your passive skill to receive an active skill or sacrifice 2 active skills to gain a passive skill.
The powers must be slightly related to the character's personality.
