As such it serves not only as a safe haven for those discriminated by their abilities, but also as a place to keep powerful criminals with powers and serves as an independent city-state with a unique culture and history.

History of our city
The history of Shizuka City can be divided into 5 major periods, the mythical legendary period of beasts and gods, the great burning and wars, the era of enlightenment, the world wars and recent history.
The legends of beasts and gods
There is a legend that thousands of years ago, in the age of gods, the four great beasts, Byakko the white tiger of the west, Seiryuu the azure dragon of the east, Genbu the black turtle of the north and Suzaku the vermillion bird of the south, came upon a fertile land. This land was special. Not only was it naturally fertile and abundant with food, it was also a huge deposit for mana. Naturally, the four beasts wanted to have these lands. At first they argued over the land, but decided to divide it equally. Hundreds of years passed, and they grew restless. In a fit of greed they all started to war against each other, battling each other with tremendous powers of nature, even starting to ripple to the realm of the void. Their battle had also changed the land, creating islands in the east, mountains to the south, forests to the west and a peninsula in the north while also imbuing more power and mana to the land. Their battle would be futile, however, as the father of gods, Izanagi and his bride Izanami stumbled upon the land. Izanagi swiftly halted their fight and forced them to leave the land, managing to do so with ease. He then decided that he would make this land his own, but his wife, Izanami, stopped him. She told him that it was not their place to have dominion over a land in the realm of humans and instead offered to create humans to inhabit and safeguard the land instead. Izanagi pondered, and decided to finally agree with her. And thus, the first inhabitants of Shizuka City were born. One of the last of these original, supposedly demigod inhabitants was our first recorded ruler; the Great Emperor Shou-Ou. He had ruled for hundreds of years. He was rumored to have the power to move nature itself and formed the great barriers and walls which protects our city to this day. Being a demigod, however, he was not immortal, and after hundreds of years of rule he was finally laid to rest, being replaced by the Great Empress Shizukami. Being the daughter of Shou-Ou, Shizukami had inherited a form of his godly abilities; but more in the realm of pure mana manipulation and arcane arts. She was rumored to be the one that created the enchantments which hide and protect us from the outside world even now. The era after the age of myths is much more believable. There was a mention that the first lord of this era, Lord Yamamoto Toshiro, was a descendant of the Grand Emperor Shou-Ou, but whether this was true or not cannot be confirmed. This era happened after the end of the Heian period in Japan, and indeed, most of Yamamoto’s work was to consolidate power and distance the city as far away from the new military leadership in Japan. However this all ended when the great traitor, Lady Yagami Kagami made an alliance with forces from feudal Japan and conquered the city for herself, opening the gate to outside forces for the first time in decades. Yamamoto was killed and she assumed the throne. Shizuka City was promptly burnt in the battle, as thousands of lives were lost. This tragic event is now known as “The Great Burning”. Kagami ruled with an iron fist, playing the same games as the feudal lords in mainland Japan and brought an era of war into the city. This caused contempt within the populace, and thus, a mighty young lady by the name of Hoshigaki Kaguya rose up from the ranks and became one of her greatest generals. One day, she had decided that she would pick her successor in the event that she would die. As fate would have it, she picked Lady Kaguya. Kaguya promptly killed her in an assassination that ended in a duel to the death, of which she won. She then assumed the throne as the third ruler in the great burning era. Under Kaguya’s rule, she focused on gradually liberating the city from outside factions, and diligently took to battle against those who opposed her. Soon, she managed to get most of the Japanese holdings in Shizuka City out, but she had another problem; internal strife. Within the city itself, several factions caused unrest, and sure enough the city, which was now free from outside military interference, plunged into a civil war. Kaguya would try as hard as she could to stop this, but alas, she was killed in battle. The civil war raged on, but a young man by the name of Sukijima Kenshiro rose among the corrupted generals of a small faction and united several factions to crush many of the more corrupt factions and assimilated the rest, effectively uniting the city once more. He was known as the peacemaker and indeed, he fortified the walls and reinforced the seals. He also had reforms in the military and political systems, making it an effective monarchy and ensuring that a civil war would never break because of it again. He would die of illness and be replaced by his son, Sukijima Haruhiko. Under his rule, the economy and social structure of the city experienced many reforms and much progress, similar to the Meiji restoration that was happening in Japan. He made deals with select traders from around the world and made many policies that progressed equality, freedom, and technology and knowledge. Truly, the era of enlightenment had begun. The one who would replace him was his daughter, lady Sukijima Orihime. In her era, she focused mainly on balancing the needs of the city with the shifting political balance of the outside world. As this was when WW1 happened, she tried her best to remain neutral and hid the city from the battles of the world. Even as Japan requested her aid, she declined and only gave up a few medics for humanitarian missions. Under her rule, the city’s peace was assured. After WW1 had finished, Lady Orihime kept peace as long as she could, but when WW2 came upon the world, and Japan warred against Russia, China and the US, the city was in peril. The Japanese government demanded us to give them super powered soldiers to fight with, but Orihime promptly refused. Japan then tried to force her by invading her city, but she fought back. She was going to hold out, but unfortunately, both Russia and the US were finally aware of the city’s existence and sent secret squadrons to acquire the city. This caused a three way war which overwhelmed the now elderly Orihime, and sadly she died in battle. Chaos would continue to rage in the city as it became a battleground, but a peasant soldier of a minor faction had enough of it and, with his incredible power, pushed back the other two sides. This man was the Great Leader Shinzenmaru Daisuke. With his brilliant tactics and diplomacy, he managed to make the allies leave with their tails between their legs and the Japanese to withdraw with the condition that the city had to remain neutral but would send humanitarian help for Japan. Of course, in the future, many more invasions, coups and betrayals happened, but almost singlehandedly, Shinzenmaru Daisuke dealt with them all and assured peace in the city. Under his rule, the city became prosperous again and as WW2 ended, there was an agreement between him and the international community that Shizuka City would remain secret to the public, in exchange for being open to outside trade and diplomatic relations. Shortly after Daisuke’s death, the city council wasn’t sure who would replace him, and ended up using the dynastic rule and picked his son, Shinzenmaru Kirihito. Kirihito was a noble and honest man, and under his rule, the city managed to further recover from the wars, but it was also heavily influenced by western and modern culture, making the city a unique mix of cultures with strong ties to Japanese culture in particular. After Kirihito’s rule, the city would reform its government into a democratic one. The first ruler picked from this system was a simple man named Ashikawa Kabuto. He led the government throughout the Japanese Heisei period, continuing the city’s policy of neutrality and fended off many terrorist attacks from many places ranging from European ones to American ones. Under his leadership, there was also a compromised, progressive movement with many traditional ideals, making the city more prosperous than before. He also opened the door to any special refugees from all over the world and kept peace with other nations by allowing them to send any supernatural criminals they couldn’t handle to the special high security prison he had built. Kabuto would die of old age. His replacement is our current mayor, Yamato Shingen, one of the youngest mayors in our history.

Faction background:
The relationship of the clan with other factions in the city are a bit mixed. They seem to be friendly to the police, but at the same time, they sometimes bend the rules in order to fulfil their needs, and often break laws for what they think is the greater good for the clan and the dignity of Shizuka, so they play a quite fragile political balance game with the police.
With the new vigilantes, they generally don't like them as they meddle in the clan's affairs, but they respect their sense of justice. They generally only confront them if provoked, but generally the clan tolerates them.

Faction background: They started off as regular mercenaries who wanted to protect the people for a price. It eventually became a tax for people to pay and a police force was established. The man who organized all of this was named Nobunaga Gaiden. He was a man who dedicated himself to his own sense of justice. He started making laws in his territory that just made sense to himself. He was not alone however. He had 3 other friends who also had their own sense of justice. Eventually they combined forces and appointed themselves as "the law." They appointed themselves in charge of different parts of "the law." Nobunaga however was in charge of it all as the chief of law. He was their leader. Time went on an Nobunaga needed a heir. He didn't have any kids so he chose his apprentice as did the others. Together they made the OCP the Organization of City Peace. Heirs were decided and the cycle of justice went on. The name changed along with the city and eventually was called the Shizuka City Police Department, or S.C.P.D. Other factions were around as well which caused the difference in opinions to clash occasionally. They would maintain order and peace across the city regardless of the other factions.

Faction background: The conception of the Justice Brigade was a simple one. Koganei Hibari founded the Brigade in his senior year of high school with a few classmates and initial members. With the help of the Yamato fortune and several other supporters, Hibari was able to secure venues and alliances throughout Shizuka City, increasing the support of his faction with pure charisma alone. This single man had a single goal to achieve: “To protect the good will of Shizuka City, and to rid it of any corruptions and nightmares which may plague it.” With this ideal in mind, Hibari and company set out on their journey to gather the strongest and purest heroes which Shizuka City had to offer, enlisting those with a similar mindset to help them realize this goal. Day by day, night by night, they run through the streets and leap from rooftop to rooftop, looking for heroes to recruit and villains to put to justice. Though some may see the Brigade as a group of vigilante-wannabes and hooligans, the simple youth of its members only proves a shining truth: Our futures are carefully being paved and protected by these young men and women who will live in it, and fight for it.

Faction background: The Dollars came into existence a few years after a certain incident where a boy apparently drowned and his body never to be found. The website gathered members slowly but soon grew out to be a big part of the city, all kinds of useful and useless information was shared about the city, weird appearances, other factions, fun events, new companies, sightings and so on. the rules of the website are simple, every post needs to be related to the city of Shizaku.
With this system in place a lot of information can be quick to arise, it is not as effective as an investigation by the police but it is probably faster to find people, weirdos, locations and the like, then the police could, simply cause the members are everywhere.
The leader of the group is Kaori Kawaguchi, but members don't actually know this as the Dollars don't work with a leader like system. The leader also only knows the handle names of those that are part of the Dollars and doesn't know how they look like unles they mention it. She was the person that came up with the idea when she was 10, to help out those that would lose somebody which could be prevented with more information. An older gentleman created the website for her and made her administrator, from there the Dollars started slowly growing until a lot of people had joined.
The warehouse is considered their base as it contains the servers that hold the Dollars website.

White clouds cover the sky, harsh cold invades your bones, the wolf howls, shadows loom and the snowy storms come.

The city is suddenly hit by a large snowstorm. Snow and wind covers the city, making it dangerous to go out, and visibility for anyone with bellow 20 perception being bellow average, with anyone under 10 being low, and with anyone between 20 and 40 as decent or average. The cold gets to the bone and even pierces some layers of clothing.
Traffic has virtually been halted and people are taking shelter in housing. The government discourages going outside in such weather.
PLOT POINT
THE BATTLE IS ON
The person responsible for the wolf attacks has been found in the mountain side and is currently combating the police force and some civilians, meanwhile a pair of vigilantes and other civilians seems to have found the rumored Jack the Reaper and is currently in combat. This information is spread throughout the city.

The news had reported that another murder and another attack has happened. This time, though, it was not broadcasted as an emergency as the government was wary of inducing public panic.
The people who arrived to the scene knew all too well of this murder. As usual, the head was decapitated, body mutilated and organs freezing over in the cold. The media swooped in to cover the story yet again, but this time not as much as the first two.
As usual, there was a cryptic message, written in blood beside it.
"Under a dining table at the center of the city
Furry felines lay
A sneaky bunch
To serve you, they obey
They purr and play
for you to pay
will it end their misery?
it's a mystery."
Again, there was written beside it, with the same crude smiley face from last time.

Meanwhile at the Great Burning Memorial, The wolves came and struck, digging up the dirt to expose coffins, some of the coffins had even been dragged above the earth and pulled open, furthermore ripping apart the skeletons within. The keeper of the memorial had also been killed, brutally so, his body ripped apart and strewn around. Tracks can be seen going south from the scene.

Another emergency feed has hit Shizuka City. This time, there are reports of the same exact cases, but in different places and different aspects.
The one that was murdered this time was a school girl in Shikabe Academy, and, although the nature of the horrific murder was the same, the message was different, saying;

Meanwhile, in the Kiniro hotel, during the night a huge pack of wolves numbering at least 20 had assaulted the prestigious hotel. There were no casualties but there were several injuries. One man had lost an arm, another his foot. Two of the men had lost an eye and one of the men had been mauled very badly, his right hand and left leg chewed completely off. He had also sustained many scratches and bites to his torso. The bodies of 8 of the wolves were on the scene, they were reported to be quite large, had viscous looking teeth and were of a feral breed. The surviving wolves had retreated to the south.

Suddenly, emergency news feeds were transmitted all over Shizuka, and could be seen from all electronic devices. The breaking news was that someone had been brutally murdered, mutilated even, with his head decapitated in the Factory complex, and there was a strange message in blood beside him-
"Lined in flowers,
this man's life
heading into power,
he understood
but alas it ends
with blood"
It was not the man's handwriting, and on the side, there was only one name, "-Jack"
Almost in the same time, there were also reports of a pack of wolves attacking a group of fishermen, with most of them left dead in the fishermen's hub. It was hard to believe such a ferocious attack was the work of wolves. There was however, one survivor. He was shaken and terrified but he told those that found him that the wolves had gone South-west, that they were no normal wolves.
