Mukuro is an incredible soldier, but she's not very in touch with her emotions.
Mukuro Ikusaba is the older twin of Junko Enoshima. She disguised herself as her sister and joined the remaining fifteen students to carry out Junko's plan, but ended up being killed by her. In the context of the Killing Game, Mukuro is referred to as the mysterious "16th student."
There are a few differences in appearance between her and Junko. Mukuro has freckles and a slighter frame, with smaller breasts. When she is playing the role of her sister, she chalks up any visual difference between herself and the real Junko's magazine shoots as just photo editing and touchups.
While she is an unbelievably capable soldier, having gone through countless battles without receiving any visible injury, she also suffers from incredibly low self-esteem. She will do anything for Junko's attention and takes each of her sister's insults to heart, often agreeing with her. It is also shown that she carries feelings for her classmate Makoto Naegi, as he was one of the first people to treat her kindly and say hello to her in class.
