He is a trainee soldier at the 13th Special Military Forces School, Licht's childhood friend and adopt brother, Jail's rival.
Tokikaze is one of the Legendary Red Baron, known as "The Instantly Red Baron". He want to become a Red Baron so Licht won't need to be handling the violent stuff all by himself, but Licht don't want to see him in battle so he never joined it even once. When Tokikaze discover the Instructors want to control the world so the war never ended, he betrayed them and letting the A-Class students know about this, but in final he was killed by Licht via controlled by the Instructors.
Tokikaze's death was cause of why Licht has be regret for 300 years.
