An undercover Agent in the Black Organization, working for the Japanese police.
Scotch committed suicide when he was afraid the Black Organization was going to find out his identity. Shuichi Akai stopped him from committing suicide by hindering the shot from his gun and revealing he was a member of the FBI to him and that he could help him. When Scotch and Akai heard footsteps, Akai accidentally removed his hand from the safeguard of the gun killing Scotch. He had no idea that the footsteps were those of his friend Rei Furuya (Bourbon), as he mistook it for a member of the organization making Rei Furuya the indirect reason for Scotch's death. Akai did not realize that Rei was also a NOC, and he took Scotch's gun to make it seem like he'd been the one to eliminate him. When Furuya and Akai meet again, Furuya asks him why did he let Scotch die if there were other options but most likely Akai is not telling him the truth so he won't hurt him for being the indirect reason for his best friend's death.
He is the brother of Takaaki Morofushi, and his real name is Hiromitsu Morofushi.
