> One Piece: Cry Heart (3 episodes) (Special)
> One Piece 4D (Special)
> Kyutai Panic Adventure! (Special)
> Kyutai Panic Adventure Returns! (Special)

‣ This list counts only things listed on MAL. There could be more that should be, but is not yet added to this website.

‣ The special recaps and One Piece: Episode of Alabasta - Prologue are listed as TV Specials, but they are not apart of the 14 TV Specials, which are like films that aired on TV.
‣ Nissan Serena x One Piece 3D: Mugiwara Chase - Sennyuu!! Sauzando Sunny-gou is now listed as a commercial, but I'm pretty sure it's still considered a special.
‣ One Piece: Jango no Dance Carnival is now listed as a special, but it used to be listed as a movie and is considered a short film.

‣ One Piece: Long Ring Long Land-hen (Recap 3) is fully lost and can't be watched. It aired shortly before the special Adventure of Nebulandia.
‣ One Piece Character Logs (Recap 4) has 9 episodes, but is considered as a single recap. Link: https://myanimelist.net/anime/50385/One_Piece_Characters_Log
‣ One Piece: Barto no Himitsu no Heya! has 4 episodes and is considered as Recap 5, Recap 6, Recap 13 and Recap 14.

‣ Personally, I can't find Recap 2, Recap 4, The Planetarium (2007), The Planetarium (2013), or Short Film 3 anywhere on the internet, as well as Recap 3, which probably won't be found. I don't think Recaps 1-4 were officially released outside of Japan, which is why they are impossible to find. The DVDs for Recap 4 are available for purchase from Japanese websites.
‣ Lost One Piece Media interest stack link: (https://myanimelist.net/stacks/27902).

‣ The One Piece Planetarium specials were only screened for a limited time in various planetariums across Japan. Unless someone recorded the 35 minute videos and uploaded them on the internet, it's unlikely we'll get to see them.
‣ One Piece Short Film 3 called One Piece: The Adventure in Grand Line (2002) is not listed on MAL and I can't find it anywhere on the internet.

‣ Unlike the TV Special recaps, recaps 1-3 & recaps 5-20, recap 4 is not a TV Special as the 9 episodes of recap 4 didn't air on TV.
‣ The third OVA is a recap summarizing the ten-year TV series up to the Impel Down arc.
‣ Episodes 279-283 and episodes 457-458 are recap episodes aired as a part of the anime episode count and not as TV Specials.
‣ The One Piece "Episode of" TV Specials and Movies are like recaps that alter details. One Piece: Episode of Chopper Plus is the exception as it serves as an alternate version to the anime. Also, the One Piece: Episode of Alabasta - Prologue is like a summary adapting the Whiskey Peak arc.
‣ "Tell Me Robin! Chopper's I-Wanna-Learn-More-You-Fool!" is a character recap after credits scene narrated by a chibi Robin and Chopper. These ran from episode 1089 - 1096.
‣ "Dive into the Sea of Information! The Punk Records Library!" is a character recap after credits scene narrated by chibi Lilith and Edison. These ran from episode 1097 - 1121.

‣ Episode 99 of Toriko and episode 590 of One Piece were crossover episodes called Toriko x One Piece x Dragon Ball Z Collaboration Specials.
‣ Episodes 1 and 51 of Toriko and episodes 492 and 542 of One Piece were crossovers.
‣ The Boss Luffy Historical Special is comprised of TV Special 4 and episodes 291, 292, 303, 406, 407.
‣ Chopper Man is a One Piece spin-off franchise based around a character of the same name, who is a superhero counterpart of Tony Tony Chopper. Chopper Man was adapted in episodes 279 and 336, also making a cameo in episode 369.
‣ One Piece Straw Hat Theater is after credit scenes that adapt a series of 3-page long One Piece omake manga strips drawn by Eiichiro Oda. For episodes 280 - 283, we saw these get animated. One Piece Straw Hat Theater used to have it's own entry on MAL as a Special.
‣ The movie related filler arcs are Little East Blue Arc (Episodes 426-429), Z's Ambition Arc (Episodes 575-578), Silver Mine Arc (Episodes 747-750), Cidre Guild Arc (Episodes 895-896), and Uta's Past Arc (Episodes 1029-1030).
‣ The OVA, One Piece Film: Strong World Episode 0, the TV Special, One Piece: Episode of Alabasta - Prologue, the ONA, One Piece: Glorious Island, and the ONA, One Piece Film: Gold Episode 0 - 711 ver., are all movie prequels.
‣ One Piece: Episode of Luffy - Adventure on Hand Island is a prequel to One Piece Film: Z and One Piece: Heart of Gold is a prequel to One Piece Film: Gold.
‣ One Piece: The Captain's Log of the Legend! Red-Haired Shanks! recap special serves as a prequel to One Piece Film: Red alongside the Uta's Past Arc in the anime.

‣ One Piece: Jango no Dance Carnival is a featurette bundled with the home release of One Piece Movie 2.
‣ One Piece: Dream Soccer King is an animated short coupled with the Toei anime's third film.
‣ One Piece: The Adventure in Grand Line was a 20-minute animated 4D short shown at Sanrio Puroland in the Discovery Theater between July 6, 2002 and June 9, 2004.
‣ One Piece: Take Aim! The Pirate Baseball King is a featurette (animated short) associated with the 5th One Piece film.
‣ One Piece 3D: Racing! Trap Coaster is a 3D anime short that played at stereoscopic 3D theaters at Aichi Prefecture's Lagunasia theme park, Nagasaki Prefecture's Huis Ten Bosch theme park, Kanagawa Prefecture's Yokohama Landmark Tower, and Hiroshima Prefecture's NTT CRED Hall.
‣ Tokyo One Piece Tower: The Great Treasure of Tongari Island is a Tokyo One Piece Tower exclusive film. It's a tie-in to a real treasure hunting event in collaboration with Takarush Corp.
‣ One Piece 4D is a original animation created as part of the Tokyo One Piece Tower theme park.
‣ One Piece: Cry Heart is a special stop-motion for One Piece: Episode of Chopper Plus - Bloom in the Winter, Miracle Sakura.
‣ Nissan Serena x One Piece 3D: Straw Hat Chase - Infiltrate!! was a special included in a limited edition DVD that was released in Nissan stores across Japan. The DVD also included the making of One Piece 3D: Straw Hat Chase.
‣ Kyutai Panic Adventure! and Kyutai Panic Adventure Returns! were specials screened at events.
‣ One Piece: Episode of Alabasta - Prologue is an adaptation of the Whiskey Peak arc exclusive to some TV airings of One Piece: Episode of Alabasta.

‣ There are other One Piece media not listed on MAL, so I'm not sure if they include any 2D/3D animation. There's also the One Piece ONA Recap on YouTube, recapping Act 1 and Act 2 of Wano Kuni. It seems to have been removed from MAL. Maybe it wasn't an official recap done by Toei.

Not Listed on MAL:
> One Piece: Understanding the Land of Wano So Far in 5 Minutes (ONA)
> One Piece 1000 Logs: 1 Second from 1000 Episodes of One Piece (On YouTube)
>【Scene1】ONE PIECE Vol.100/Ep.1000 Celebration Movies "WE ARE ONE." (On YouTube)
>【Scene2】ONE PIECE Vol.100/Ep.1000 Celebration Movies "WE ARE ONE." (On YouTube)
>【Scene3】ONE PIECE Vol.100/Ep.1000 Celebration Movies "WE ARE ONE." (On YouTube)
>【Scene4】ONE PIECE Vol.100/Ep.1000 Celebration Movies "WE ARE ONE." (On YouTube)
>【Scene5】ONE PIECE Vol.100/Ep.1000 Celebration Movies "WE ARE ONE." (On YouTube)
> Radwimps "Twilight" full version - One Piece "We Are One" (Music)
> One Piece: Uta Wishes Happy Halloween (On YouTube)
> One Piece Film Red: Uta Merry Christmas (On YouTube)
> One Piece Episode 1101 Commemorative Special Animation (On Instagram)
> ONE PIECE Animation 20th Anniversary Promotional Video 1999-2019 (On YouTube)
> 25 Years of One Piece Special Commemorative Video (On YouTube)

I don't know if any of these should be listed on MAL, but they seem notable.
