Both series have the same character designer, Koge-Donbo* Since she's the one responsible for the adorable chibi designs in both anime, if you are a fan of one visually you will be a fan of the other also.

If you are a fan of quirky comedies with some cute silly characters in odd situations, watch it! Squid Girl is about an anthropomorphic squid girl who goes on land and adjusts to life with humans. She is clueless and very cute. Her goal is to conquer humanity, de geso! In Panyo Panyo DiGi Charat, Princess Dejiko and her friends come to earth and have a lot of silly and whimsical adventures. Their goal is to make people happy, nyo!

Very innocent, cute series with playful, lighthearted fun and ADORABLE characters. Both are kid-appropriate, Panyo Panyo is more crazy and random, while Bottle Fairy is more pure adorableness. All ages who like this stuff can watch and enjoy. In Panyo Panyo, they're cat-eared kids who try to make others happy and have weird crazy adventures every day. In Bottle Fairy, they're little fairies who are curious about the human world, and pretend crazy stuff, each fairy has her own different imagination.

If you like animes with charismatic characters, funny silly jokes and a pretty simple storyline, try Card Captor Sakura. When i say simple, don't read it in a depreciative way. It's just obvious that the story of CCS and Panyo Panyo Di Gi Charat are not too complex when compared to Ghost In The Shell, but it's easy to understand what is the intention of the anime in the first episodes. Anyway, Card Captor Sakura is one of the CLAMP Studios masterpieces, and surely will leave you light-hearted and happy. Just an advice: Don't expect to find lots of gags in CCS like the ones in Panyo  read more

Its similar b/c it they both follow girls doing random stuff with no story line. They also follow cute girls as the main character... even the artwork slightly resemble each other (with ALOT of in-animate simple artwork)
